Commissioner Jane Elizabeth Burdeshaw recently named Tracy Francisco the department’s new director of Human Resource Development (HRD).

Francisco’s promotion was effective Aug. 16. She joined ADRS in May 2015 as the department’s personnel manager.

“When I first arrived at ADRS,” Francisco said, “it immediately felt like home to me. What excites me most about this promotion is the opportunity to see Rehab on a whole new level and learn even more about this great place which I hold so dearly.”

Francisco has more than 25 years of experience in the field of human resources. Before joining the department, she spent 13 years as a personnel analyst with Alabama State Personnel. Prior to her state employment, she worked in human resources in the private sector.

“I know I have big shoes to fill, but Commissioner Burdeshaw was an excellent mentor,” said Francisco. “It’s a big responsibility – ensuring staffing levels are maintained and properly trained – but it’s a challenge I greet with a smile. One of my first orders of business is to find a new personnel manager.”

Francisco describes her leadership style as one that based on effective communication.

“I hope to provide the most detailed and accurate information as quickly as possible to our staff to enable them to make informed decisions,” she said.

As personnel manager, Francisco oversaw personnel transactions for the department’s 800 merit system staff. As director of HRD, she will oversee personnel management, staff training and development, and staff recruitment and diversity.

Francisco said that her parents and grandparents impressed on her at an early age the importance of a strong work ethic, which she proudly carries with her to this day.

“People in my family have always worked hard,” she said. “I was told that no matter what job I’m doing, I always need to do it to the best of my ability, and I strive to do that each and every day. I strongly believe that God placed each of us here for a purpose, and I’m determined to do great things here at Rehab to prove my worth.”
